2、当初实行高考分省命题的初衷，旨在解决“全国一张卷”的试卷安全、质量等问题。全国统一的试卷万一出现题目泄露或差错问题，影响的将是全国所有考生，带来的是全国性影响。分省命题扩大了地方自主权，也分散了安全风险。但分省命题实施多年也日益凸显出一些问题：命题质量参差不齐甚至下降；命题成本过高；省市教育考试机构保密压力增大；过分依据教材命题，造成中学教材选择单一，“一纲多本”不能很好地贯彻，不利于推进新课程改革；高考命题人员主要是高校教师，一些高教较弱的省市，命题人员选拔困难。按照国家的要求，到2017年，各省高考将以全国卷为主，因此2016年安徽高考回归全国卷也是大势所趋。
